Paul Pelletier

Mr. Pelletier is Principal and Co-founder of iParametrics and has over 25 years of experience working within the engineering, emergency management, homeland security and technology sectors. As one of the founders of iParametrics, he has performed technical and programmatic management for all company emergency management, risk and homeland security programs since 2005. As the company Project Director for the PA Technical Assistance Contract, he provides full oversight of four nation-wide contracts in support of FEMA’s operations. He has managed over 100 task orders and 600,000+ labor hours. These contracts have successfully re-competed several times. Over the course of his career, he has worked closely with some of the world’s leading engineering companies supporting federal, state and local emergency management, risk and homeland security programs. Mr. Pelletier served in the United States Marine Corps, is a Texas Department of Public Safety Certified Risk Manager (Class B) and has active Public Trust and inactive DOE L clearances.

Andrew Klein

Mr. Klein is Principal and Co-founder of iParametrics and has over 40 years experience in engineering and entrepreneurial roles. These roles range from Systems Engineering for Martin Marietta’s Space Systems Division, playing a key part in the commercialization of expendable Launch Vehicles (e.g. Titan III, Space Shuttle) to creating one of the first interactive online business-consumer databases. During his 13 years as President and Managing Partner of BKI Companies, a global strategic consulting and advisory practice, Mr. Klein’s key advisory role in high profile mergers and acquisitions included a highlighted $3 billion divestiture by British Telecom. As one of the founders of iParametrics, he has performed technical and programmatic management for all company Cost Engineering and Cost Segregation Services, providing full oversight of numerous regional IDIQ contracts in support of government design and construction programs. Mr. Klein holds a Masters in Business Administration from the University of Denver and an Undergraduate Degree from the State University of New York, Binghamton. He holds an active Public Trust and inactive DOE L clearances.

Eddie Wise

Mr. Wise is Vice President of Homeland Security for iParametrics. He is a security management and planning expert with over 32 years of hands-on experience supervising emergency management, security and law enforcement operations and forces around the world. He has performed over 3,500 physical security and electronic security system assessments for numerous federal, state and local governmental agencies including national and international Department of Defense (DoD) locations. He is responsible for the development and execution of physical security, threat and hazard analysis with penetration testing, law enforcement, emergency management and force protection doctrine, operations and plans for clients such as the Department of Energy, the International Boundary and Water Commission Security Access Control Program, the Department of Commerce Security Office, the US Coast Guard Physical Security Program, the Defense Threat Reduction Agency (DTRA) Joint Staff Vulnerability Assessment (JSIVA), the Social Security Administration (SSA) Office of Protective Security Services (OPSS) Assessment Program, the Internal Revenue Service’s ISC Compliance Program amongst many others. He holds a Department of Defense TS/SCI, Department of Energy “Q” security clearances as well as HSPD-12 compliant screening by DHS, SSA and IRS.

Jeff Stevens, CEM, MEP

Mr. Stevens is the Vice President of Emergency Management for iParametrics. With over 15 years experience he works on behalf of our clients to enhance their preparedness, improve resilience and speed recovery in the event of a disaster. Prior to joining iParametrics, Mr. Stevens rebuilt the emergency management program at New York University, one of the largest private universities in the country. He also worked for the Rhode Island Emergency Management Agency and the Rhode Island Department of Health’s Center for Emergency Preparedness and Response providing leadership on several key initiatives. This varied background allows Mr. Stevens to be an asset to our clients no matter the challenge. Mr. Stevens has an extensive record of responding to numerous disasters throughout the United States. From hurricanes, floods and snowstorms to terrorism and pandemics, he understands what it takes to not only respond to these types of events but recover stronger than before. He is a Certified Emergency Manager from the International Association of Emergency Managers and a FEMA Master Exercise Practitioner. He has previously been a member of the State of Rhode Island’s Type III Incident Management Team, an APCO-certified Public Safety Telecommunicator and Firefighter/EMT.

Cokey Mills, CCP

Mr. Mills is a Senior Certified Cost Engineer with over 30 years of experience in all aspects and divisions of estimating and project management. He has performed and managed estimating projects for a broad range of projects for the EPC, government/military, industrial and commercial sectors including a strong background with remediation. He has extensive experience preparing all levels of estimates: conceptual, schematic, design development, construction and final. He has conducted estimate and quality control reviews to ensure accurate submittals to clients, owners and stakeholders within time and budget constraints. Mr. Mills also has a strong background with project controls and scheduling, value engineering, Earned Value Management, risk analysis, change order management, and conducting design charrettes. He has utilized multiple estimating and project controls software including MII, Success Estimator, Primavera, MS Project, Timberline, MC2 and MS Office. He currently holds a Secret Security Clearance.
